Currently, steel production capacity in the country to fully meet the demand for some products such as rebar, wire rod, sections of small, welded steel pipes, galvanized metal, color coated steel and rolled steel coil cool … However, there are several different types of steel such as hot rolled steel, alloy steel, steel … mechanical engineering production, which can not meet the demand should still be imported.

Under current regulations, the import of steel is done at the customs office, without obtaining permission of the Ministry of line management; iron and steel items not in business conditions.

In the process of international integration, Vietnam has signed bilateral trade agreements and multilateral, import tariffs on steel products decreasing to steel imports from abroad is inevitable , leading to fierce competition between domestically produced steel to imports of foreign steel.

Besides, in recent years, due to the economic situation at home and abroad decline, the steel industry in trouble, domestic steel consumption should drop sometime steel inventory status. However, by late 2013, construction steel inventory of 300,000 tons and 500,000 tons of steel billet exists. To ensure reserves of steel and billets for production enough to meet the goal of stabilizing the market, not for lack of steel should be quantities of construction steel and billets storage is above normal.

Tightened quality control of steel

To improve the management of imports and prevent commercial fraud, restrictions cheap steel, does not guarantee the quality of imports into Vietnam and supports businesses in steel production in the country difficult period, MOIT has been implementing the following measures:

– The Ministry of Industry and Trade issued Circular No. 23/2012 / TT-BCT dated 08/07/2012 granting automatic import licenses for certain steel products and the Ministry of Finance (Customs Department) has written direct the local customs to strengthen inspection and control of imported steel (Official Letter No. 1493 / BTC-GDC).

– Strict management of the investment in steel plants, particularly for the production facilities that supply steel products has exceeded demand, such as construction steel, steel, cold rolled steel, galvanized steel and coated sheet color management through the planning system development and system production phase steel distribution in 2020, 2025 has been approved by the Ministry of Industry and Trade in Decision No. 694 / QD-BCT dated 31/1 / 2013.

– To serve as a basis for evaluation and management of the project to produce pig iron, steel, overcome the investment projects of small scale, using outdated equipment, increase competition for the domestically produced steel products, dated 25.01.2014, the Ministry of Industry and Trade issued Circular No. 03/2014 / TT-BCT regulations on technology, equipment manufacturing cast iron and steel.

– In order to limit steel imports, the Ministry of Industry and Trade has hosted, in collaboration with the Ministry of Science and Technology to study the construction, issued Joint Circular No. 44/2013 / BCT-BKHCN TTLT management regulations steel production quality domestic and imported steel standards. Accordingly, only allows the import and circulation of steel products in line with standards or technical regulations National respectively.
